If i take over the management of a department, region or company, the actions of the previous leadership will still have an affect on the current state of affairs. If I make a lot of promises, don't keep them and blame pretty much everything that's wrong on the previous leadership I've proven at least that I'm not a leader.

while I agree that taxing energy further is a bad idea, it's also perhaps one of the few ways to pay for the clean up.

You are incorrect. This drilling site was approved in 2008. (Bush) The Bush admin also removed many regulations that would require BP to file a disaster prep plan in case of something like this.

I do not see how previous administrations can be blamed for what happened on on the current administration's watch. Deep-water Horizon was authorized and encouraged by the current people. Adding taxes to energy is a poor idea. Energy consumption is down 10% from this time two years ago to a year ago, and 11% form this time a year ago to today.
